Lord of Waters, King of the Sea, and after Manwe the mightiest of the Valar. Ulmo keeps no fixed hall in Valinor but dwells in the deeps of the Outer Ocean, and his power runs through all the waters of the world, from the great seas to the least spring beneath the earth. He loves both Elves and Men, and even after they fell under the Shadow he did not forsake them, but kept his care for the Hither Lands when the other Valar grew estranged from Middle-earth.
Often he worked alone and against the counsel of his peers, sending his warnings and his aid through the music of water. He set the deep and unquenchable longing for the Sea in the hearts of the Elves, and in the wars of Beleriand he secretly guided the fates of Elves and Men. It was Ulmo who rose in might before Tuor at Vinyamar and sent him to Gondolin to warn Turgon of its doom, and the power of the waters that bore Earendil's ship at last to the shores of the Blessed Realm. Those who listen closely to the voice of streams and the breaking of waves may still hear, it is said, the echo of his deep and unending music.
