Will Whitfoot was the Mayor of Michel Delving and so the chief elected official of the whole Shire, a stout hobbit nicknamed Old Flourdumpling. When Lotho Sackville-Baggins and Sharkey's ruffians seized power, Will protested and was the first to be cast into the Lockholes, the storage-tunnels turned into prisons, where he grew thin and pale before the returning travellers freed him. He resumed his office after the Scouring, restored in time to his proper plumpness.
